THAT Township of Chatsworth Council adopt the Agenda as amended to remove item 11.2.a (Al Leach, Vice President of Saugeen Valley Children's Safety Village Re: Information Presentation), add an additional item to the Closed Meeting (adoption of previous minutes) and permit item 11.4.l. (CAO Clerk's Report 2023-37 - Agreement with Grey Sauble Conservation Authority for Category 3 Programs) to be moved to earlier in the meeting to accommodate Tim Lanthier, Chief Administrative Officer of Grey Sauble Conservation Authority.

THAT the minutes of the Council Meeting held on July 19, 2023 be confirmed as recorded.

THAT the Consent Agenda items be hereby received for information except for the following: Item 11.1.a. - Accounts Payable Listing Item 11.1.d.c. - Thank-you card received by property owners July 17, 2023 Re: Public Works Department

THAT Planners Report 2023-09 be hereby received; and FURTHER THAT Committee of the Whole recommends to Council the approval of the Zoning Bylaw Amendment Application for Part Lot 3, Concession 6 EGR, Geographic Township of Holland, Township of Chatsworth, Owner: Wendy Neelands; and FURTHER THAT staff be directed to prepare the necessary by-law to give effect to the application.

THAT Report 2023-04 2023 Q2 building activity, be hereby received for information.

THAT Parks and Recreation Report PR 2023-12 Desboro Community Centre Refrigeration Removal be hereby received for information; and FURTHER THAT the quote submitted by SCS refrigeration be received for $16,100.00 exclusive of HST.

THAT Public Works Report 2023-32 be hereby received for information; and FURTHER THAT Committee of The Whole recommends to Council that staff be directed to remove the very poor section of Surface Treatment on Sideroad 6 from 682330 Westerly approximately 500m, and add gravel and calcium as outlined in Option 2; and FURTHER THAT Township Staff undertake this work.

THAT Finance Report 2023-09 regarding the 2024 Budget Meetings Schedule be hereby received for information; and FURTHER THAT Council approved the budget meetings schedule as proposed.

THAT the following by-law(s) be

THAT Committee of the Whole rise as Council to report and confirm the actions taken in Committee of the Whole.

WHEREAS there have been concerns about large gatherings on private properties that impact neighbouring property owners regarding noise; and WHEREAS large gatherings have the potential for other safety concerns and liability to the municipality; NOW THEREFORE Council directs staff to prepare a Special Events Policy to regulate gatherings on both private and public properties where more than 500 people gather; and THAT such policy take into consideration at a minimum, the following: Submitted Site Plan Consultation with Ontario Provincial Police and Emergency Plan Grey Bruce Public Health Township Operations Manager Township Chief Building Official Certificate of Insurance naming the permit holder and the municipality as an additional insured

THAT staff be directed to bring forward information for potential regulations for commercial gatherings on private properties and special events on Township owned properties.
