Council Meeting

THAT the following by-laws be introduced and taken as read a first and second time, and that they be given consideration in Committee of the Whole: By-law 2025-32 being a By-law to authorize the Mayor and CAO Clerk to enter into an Agreement with the Grey Highlands Public Library Board for the delivery of Library Services for 2025

THAT the Consent Agenda items be hereby received for information.

THAT Committee of the Whole receive the presentation from Claire Halliday regarding a request to install a culvert on West Back Line for information.

THAT Finance Report 2025-15 regarding Applications per Section 357 of the Municipal Act for Refund of Property Taxes be hereby received; and FURTHER THAT Committee of the Whole recommends to Council to approve the write-off of property taxes in the total amount of $ 86.10 for the 2025 year of which $51.85 is the Municipality’s portion for the property located at 178 Woodland Circle; and FURTHER THAT Committee of the Whole recommends to Council to approve the write-off of property taxes in the total amount of $301.35 for the 2025 year of which $181.48 is the Municipality’s portion for the property located at 143 Lakeview Road; and FURTHER THAT Committee of the Whole recommends to Council to approve the write-off of property taxes in the total amount of $4,950.67 for the 2025 year of which $2,981.45 is the Municipality’s portion for the property located at 600404 50 Sideroad North.

THAT Public Works Report 2025-16, Township of Chatsworth Sidewalks and Conditions, be hereby received for information; and FURTHER THAT Committee of the Whole recommends that staff provide a report on sidewalks to a future Council meeting outlining the the financial commitment for replacement and/or removals, recommendations for priorities, standardized maintenance, and which sidewalks are salvageable within the Township.

THAT Public Works Report PW 2025-17, Automated Speed Limit Sign - Sideroad 1 West Bound Traffic, Data Analysis be hereby received for information; and FURTHER THAT Council provides additional road sections that they have received Speeding Related concerns and to have the Automated Speed sign installed; and FURTHER THAT Committee of the Whole recommends that the speed limit sign on Sideroad 1 be moved to the south side of the road facing east bound traffic.

THAT Public Works Report 2025-18 be hereby received for information.

THAT Public Works Report PW 2025-19, Drainage Conveyance Licence Agreement for the installation of a Tile Drain through a Township Road Allowance be hereby received for information; and FURTHER THAT Committee of the Whole recommends that Council permits staff to use this Conveyance Licence for future Tile Drain crossing; and FURTHER THAT a delegation of authority by-law be prepared to delegate the signing authority to the Operations Manager.

THAT By-law 2025-33 being a by-law to confirm all actions and proceedings of the June 18, 2025 Council meeting be hereby read a first, second, and third time, signed by the Mayor and Clerk and sealed with the Corporate Seal.

THAT Township of Chatsworth Council adopt the Agenda as circulated.

THAT the minutes of the Council Meeting held on June 4, 2025 be confirmed as recorded.

THAT Council now go into Committee of the Whole.

THAT Fire Chief Report 2025-07 be hereby received for information; and FURTHER THAT the May 2025 Fire Department Activity Report be hereby received for information.

THAT Public Works Report 2025-16, Township of Chatsworth Sidewalks and Conditions, be hereby received for information; and FURTHER THAT Committee of the Whole recommends that staff provide a report on sidewalks to a future Council meeting outlining the financial commitment for replacement and/or removals, recommendations for priorities, standardized maintenance, and which sidewalks are salvageable within the Township.

THAT Committee of the Whole recommends that staff bring forward a report to a future Council meeting providing a cost estimate for the purchase of additional automated speed limit signs.

THAT CAO Clerk’s Report 2025-14 regarding a proposed Snowmobile Trail Land Use Permission Memorandum of Understanding be hereby received for information; and FURTHER THAT Committee of the Whole recommends that Council authorize the Mayor and Clerk to execute the Memorandum of Understanding with the Klondyke Trail Groomers.

THAT Committee of the Whole rise as Council to report and confirm the actions taken in Committee of the Whole.

THAT the actions taken in Committee of the Whole today be confirmed by this Council; and FURTHER THAT staff be authorized to take the actions necessary to give effect to the approved recommendations contained within the staff reports; and FURTHER THAT by-laws under consideration be presented to Council for third reading.
