THAT Township of Chatsworth Council adopt the Agenda as circulated.

THAT Public Works Report 2023-45 regarding the Sullivan Landfill Operations and Capacity Update be hereby received for information; and FURTHER THAT the Sullivan Landfill 2022 Annual Monitoring report prepared by GM BluePlan Engineering be received for information.

THAT the Consent Agenda items be hereby received for information except for the following: Item 11.1.c.b. - Ministry of Transportation Correspondence November 2, 2023 Re: Highway 6 & 10 Intersection Item 11.1.d.c. - Municipality of Wawa Resolution November 7, 2023 Re: Support of Bill C-310

THAT Public Works Report 2023-44 be hereby received; and FURTHER THAT Committee of the Whole recommend to Council to accept the snow removal quote for the 2023/2024 Winter from Rockwood Tree Farms Ltd. (Brad and Jake Moran) for Lakeview Road and Countryside Drive in the sum of $23,000 plus HST for up to 40 Clean outs. Each additional clean out over 40 will be at the cost of an additional $550 plus HST.; and FURTHER THAT half the invoiced amount be billed to the property owners of both roads at the end of the season. Cost allocation will be to Winter Control Contracted Services 01-0620-7370.

THAT CAO Clerk’s Report 2023-51 regarding the Joint BioGRID Financial Statement 2022 be hereby received and accepted; and FURTHER THAT Committee of the Whole recommends to Council that upon receipt of an invoice from the Township of Georgian Bluffs for the operating surplus/deficit for 2021 and 2022 in the amount of $53,525,50, that payment be made, allocating same to the BioDigester Reserve Account 01-0100-2509.

THAT Committee of the Whole receive the correspondence dated October 27, 2023 from Saugeen Valley Conservation Authority regarding the 2024 Draft Budget for information; and FURTHER THAT Committee of the Whole recommends to Council that the Township of Chatsworth support the draft Saugeen Valley Conservation Authority 2024 budget and the proposed 2024 levy of $67,958.00.

THAT Committee of the Whole receive the correspondence dated November 2, 2023 from the Owen Sound & North Grey Union Public Library regarding the 2024 Draft Operating Budget for information; and FURTHER THAT Committee of the Whole recommends to Council that the Township of Chatsworth support the draft Owen Sound & North Grey Union Public Library 2024 Operating Budget and the proposed 2024 amount of $180,029.68.

THAT Committee of the Whole receive the correspondence dated November 2, 2023 from the Owen Sound & North Grey Union Public Library regarding the 2024 Draft Operating Budget for information; and FURTHER THAT Committee of the Whole recommends to Council to not accept the Owen Sound & North Grey Union Public Library proposed 2024 Draft Operating Budget and recommends that the board review and reconsider the proposed budget to look for further reductions.

THAT Committee of the Whole receive the correspondence dated October 31, 2023 from Grey Sauble Conservation Authority regarding the 2024 Draft Operating and Capital Budget for information; and FURTHER THAT Committee of the Whole recommends to Council that the Township of Chatsworth support the draft Grey Sauble Conservation Authority 2024 Operating and Capital Budget and the proposed 2024 levy of $53,426.80 .

THAT Committee of the Whole rise as Council to report and confirm the actions taken in Committee of the Whole.

THAT By-law 2023-64 being a by-law to confirm all actions and proceedings of the November 15, 2023 Council meeting be hereby read a first, second, and third time, signed by the Mayor and Deputy Clerk and sealed with the Corporate Seal.

THAT By-law 2023-63 being a By-law to appoint a Deputy Clerk for the Township of Chatsworth (Tyler Zamostny) and to rescind By-laws 2016-63 and 2021-26 be hereby read a first, second, and third time, signed by the Mayor and Deputy Clerk and sealed with the Corporate Seal.

THAT the minutes of the Council Meeting held on November 1, 2023 be confirmed as recorded.

THAT Council now go into Committee of the Whole.

THAT Committee of the Whole receive information presented by the Township of Chatsworth & District Minor Hockey Association.

THAT Fire Chief’s Report 2023-11 dated November 15, 2023, regarding the October 2023 Fire Department Activity Report be hereby received for information.

THAT CAO Clerk’s Report 2023-54 regarding the Multi-Year Accessibility Plan and updated Integrated Standards be hereby received; and FURTHER THAT Committee of the Whole recommends to Council that the Multi-Year Accessibility Plan and Accessibility Policies ACC-01 Integrated Accessibility Standards and ACC-02 Customer Service Standards be approved and posted to the Township’s website.

THAT Committee of the Whole receive the correspondence dated October 27, 2023 from Saugeen Valley Conservation Authority regarding the 2024 Draft Budget for information; and FURTHER THAT Committee of the Whole recommends to Council to not accept the Saugeen Valley Conservation Authority proposed 2024 Draft Budget and recommends that the board review and reconsider the proposed budget to look for further reductions.

THAT Committee of the Whole receive the correspondence dated November 2, 2023 from the Owen Sound & North Grey Union Public Library regarding the 2024 Draft Operating Budget for information; and Page 6 of 9 Township of Chatsworth Council Minutes, November 15, 2023 FURTHER THAT Committee of the Whole recommends to Council that the Township of Chatsworth support the draft Owen Sound & North Grey Union Public Library 2024 Operating Budget and the proposed 2024 amount of $180,029.68.

THAT Committee of the Whole receive the correspondence dated October 31, 2023 from Grey Sauble Conservation Authority regarding the 2024 Draft Operating and Capital Budget for information; and FURTHER THAT Committee of the Whole recommends to Council to not accept the Grey Sauble Conservation Authority proposed 2024 Draft Operating and Capital Budget and recommends that Grey Sauble Conservation Authority return a proposed reduced budget with a 3% COLA increase.

THAT Township of Chatsworth Council hereby support the resolution from the Municipality of Wawa regarding Support of Bill C-310; and FURTHER THAT the Municipality of Wawa be notified of our support.

THAT the actions taken in Committee of the Whole today be confirmed by this Council; and FURTHER THAT staff be authorized to take the actions necessary to give effect to the approved recommendations contained within the staff reports; and FURTHER THAT by-laws under consideration be presented to Council for third reading.
