THAT the minutes of the following Council meetings be confirmed as recorded: September 3, 2025 - Council Meeting September 3, 2025 - Planning Meeting September 10, 2025 - Special Meeting (Budget #1)

THAT the Consent Agenda items be hereby received for information.

THAT Committee of the Whole receive the presentation from Jeff Rosenburg, Acting Chief Executive Officer of the Grey Highlands Public Library regarding the 2024 annual report for information.

THAT Fire Chief Report 2025-10 be hereby received for information; and FURTHER THAT the August 2025 Fire Department Activity Report be hereby received for information.

THAT the actions taken in Committee of the Whole today be confirmed by this Council; and FURTHER THAT staff be authorized to take the actions necessary to give effect to the approved recommendations contained within the staff reports; and FURTHER THAT by-laws under consideration be presented to Council for third reading.

THAT the following by-laws be taken as read a third time, signed by the Mayor and Clerk and sealed with the Corporate Seal: By-law 2025-48 being a By-law to amend Zoning By-law No. 2025-12, being entitled the Township of Chatsworth Comprehensive Zoning By-law, (Part Lot 1, Concession 5, Geographic Township of Sullivan, Township of Chatsworth, File #Z06/2025) By-law 2025-49 being a By-law to amend Zoning By-law No. 2025-12, being entitled the Township of Chatsworth Comprehensive Zoning By-law, (Part Lots 12 and 13, Concession 2, (Part 1 RP 16R10856) Geographic Township of Sullivan, Township of Chatsworth, 236857 Concession 2A, File #Z07/2025)

THAT Township of Chatsworth Council adopt the Agenda as revised to include the following:  Schedule A to CAO Clerk’s Report 2025-18 - Follow-Up Report to September 3, 2025 Delegation re: Proposed Solar Panel Project in Chatsworth (Response letter from Good Energy Partner’s)

THAT the following by-laws be introduced and taken as read a first and second time, and that they be given consideration in Committee of the Whole:  By-law 2025-48 being a By-law to amend Zoning By-law No. 2025-12, being entitled the Township of Chatsworth Comprehensive Zoning By-law, (Part Lot 1, Concession 5, Geographic Township of Sullivan, Township of Chatsworth, File #Z06/2025)  By-law 2025-49 being a By-law to amend Zoning By-law No. 2025-12, being entitled the Township of Chatsworth Comprehensive Zoning By-law, (Part Lots 12 and 13, Concession 2, (Part 1 RP 16R10856) Geographic Township of Sullivan, Township of Chatsworth, 236857 Concession 2A, File #Z07/2025)

THAT Council now go into Committee of the Whole.

THAT Committee of the Whole receive the presentation from Kevin Royal regarding a Fire Department Bill for information.

THAT Building Report 2025-03 - 2025 Q2 Building Activity be hereby received for information.

THAT Parks and Recreation Report 2025-15 be hereby received for information.

THAT CAO Clerk’s Report 2025-18 be hereby received for information; and FURTHER THAT the Council of the Township of Chatsworth hereby approves a municipal support resolution for the Chatsworth Solar Project as described in the Chatsworth-Solar-PDR Final. pdf submission for the property described as 317098 Highway 6, Chatsworth, Ontario; and FURTHER THAT Council acknowledges the project’s anticipated contribution to local economic development, sustainability, and environmental protection; and FURTHER THAT this resolution be forwarded to the relevant provincial and federal authorities as evidence of municipal support; and FURTHER THAT Township staff be directed to work collaboratively with the project proponents and stakeholders to ensure that the interests of the community are protected and promoted throughout the development process; and FURTHER THAT a Community Benefit Agreement is a requirement of Chatsworth's Motion of Support. Councillor Thompson requested a recorded vote on the resolution. CAO Clerk called the question. THAT Public Works Report 2025-27 - Structure 39 Replacement Design Options be hereby received for information; and FURTHER THAT Council provides a consensus of the design option to proceed with Triple 2.2m Diameter Culverts that are Polymer-Laminate Corrugated Streel Pipes to achieve the 75-year service life.

THAT Public Works Report PW 2025-29, Request to defer the 2025 Surface Treatment Program until 2026 be hereby received for information; and FURTHER THAT Council allows staff to defer the 2025 Surface treatment program for Strathaven Road, Veterans Road, Concession 3A and Concession 2, to the 2026 construction season.

THAT Public Works Report PW 2025-32, Contractor Approval of the RFQ Sullivan Depot Sand Dome Demolition be hereby received for information; and FURTHER THAT Council approves the award of the Quotation for demolition contracted services from Thomas Excavation and Demolition Ltd. in the amount of $28,410 (excluding HST).
